The West Virginia Chamber of Commerce 90th Annual Business Summit opens at the Greenbrier on September 2. Senator Jim Justice is on the agenda. Governor Patrick Morrisey is on the agenda. Secretary of State Kris Warner is on the agenda. State Treasurer Larry Pack is on the agenda.
In other words: several significant players in West Virginia’s 2028 political landscape will be in the same building, at the same resort, at the same time, only days from now.
If the chatter circulating in Republican circles this week is to be believed, at least one of them may leave White Sulphur Springs with a very different political future than the one they walked in with.
Sources familiar with conversations in the Justice orbit say there is talk, described by those same sources as early and unconfirmed, that Justice could use his scheduled September 3 Senate presentation at the summit to signal or announce a run for governor in 2028. The Greenbrier, now under the stewardship of Kennedy Lewis Investment Management following the Justice family’s joint venture announced last month, would serve as the backdrop. The symbolism would be hard to miss: Big Jim, back at his resort, back in front of the state’s business class, back in the game.
The WASP cannot confirm the announcement is coming. The sources who raised it were careful to frame it as chatter, not confirmed intelligence. But the chatter is specific enough, and the circumstantial case compelling enough, to be worth examining.
The Chelsea Ruby Question
Here is where the story gets more interesting.
Chelsea Ruby served as West Virginia’s Tourism Secretary under governor Jim Justice’. She was his most visible cabinet secretary, the architect of the Almost Heaven brand that became one of the more successful state tourism campaigns in the country, and by all accounts one of the people closest to the Justice administration’s public identity.
When Patrick Morrisey was elected governor in 2024, he kept Ruby in place. That retention said something about her standing and something about Morrisey’s early instinct to keep Justice allies inside the tent.
On August 1, 2026, Chelsea Ruby left the Morrisey administration.
The timing of her departure, weeks before the Chamber summit and in the same month that Justice’s Greenbrier deal closed and rumors of a gubernatorial run began to circulate, has not gone unnoticed in the circles where these things are noticed. Sources say Ruby’s name has surfaced in conversations about a potential Justice gubernatorial campaign, including in a campaign leadership role.
The WASP cannot confirm that Ruby is in conversations with Justice about a campaign role. We reached out to Ruby for comment and did not receiver a reply at publishing time. What the WASP can say is that Ruby is a trusted Justice ally with deep statewide relationships, fresh branding credentials, and no current government constraints, and that she walked out of the Morrisey administration at a politically interesting moment. In West Virginia politics, that kind of timing tends to mean something.
If Ruby were to take on a leadership role in a Justice campaign against Morrisey, it would represent something worth noting beyond the political mechanics: a woman who served loyally inside the Morrisey tent, retained at his discretion, leaving to help his most formidable potential opponent take his job. That is not a story Morrisey’s team would enjoy telling.
The Venue and the Timing
Justice has used the Chamber summit before. As governor, he treated it as his home court, making economic development announcements and working the room with the ease of someone who owned the building, which he did. As a senator in 2025, he appeared to promote the Big Beautiful Bill and tout West Virginia’s business climate. The summit is where Justice is comfortable, where his relationships run deepest, and where an announcement of any kind would land in front of the most concentrated audience of business and political influence in the state.
The 2026 summit carries additional significance. It is the 90th annual meeting, held as the nation marks its 250th anniversary. The Greenbrier itself has just emerged from its receivership crisis. Justice, who fought publicly to keep the resort out of Omni’s hands, arrives as the man who helped save it. The setting practically writes itself.
Whether Justice uses it for a gubernatorial announcement, a signal, or simply another Senate appearance is something only Justice and his inner circle know. But the ingredients are all present: a captive audience of the state’s most important people, a venue with deep personal resonance, a political moment defined by an attractive 2028 governor’s race, and a man who has never been accused of underplaying an entrance.
What It Would Mean
The WASP has previously laid out the structural mechanics of a Justice gubernatorial run. He could campaign while still seated in the Senate. If he won, he would resign his Senate seat upon taking the oath as governor, leaving roughly two years remaining on his term, a vacancy he as governor would then fill by appointment. The math, handled correctly, could actually expand his political footprint rather than diminish it. Further, it is no secret that Justice is strongly aligned with Senator Shelley Moore Capito and her son, U.S. District Attorney Moore Capito, two people who are not fond of Governor Morrisey.
Somthing else to note: Morrisey spent political capital targeting Justice-aligned figures during the 2026 primary cycle. A Justice candidacy would give every legislator who felt the sting of that operation a vehicle for settling the score at the ballot box. It would also force Warner, Pack, and anyone else considering 2028 to make a calculation about whether to stay enter a race that Big Jim has entered.
The 2028 Republican primary for governor, if Justice runs, does not look like the 2028 race without him. It is a different race entirely.
The Bottom Line
The WASP is not reporting (yet) that Jim Justice is running for governor. We are reporting that people who pay attention to these things are talking about it, that the timing and venue are credible, and that at least one significant piece of the puzzle, Chelsea Ruby’s departure from the Morrisey administration, is a fact sitting in plain sight without a credible public explanation.
The Chamber summit opens soon with Senator Justice scheduled to speak on September 3. Governor Morrisey is scheduled to speak later the same day. Rumors have a way of resolving themselves on their own schedule.
West Virginia politics has never been short on drama. It is also rarely short on people who see it coming before it arrives.
