Senate Judiciary Chairman Tom Willis (R-Berkeley) secretly amended a House bill late at night on March 12, 2026, to mandate the privatization of most of West Virginia’s foster care system by inserting language that would task a private company with overseeing children’s cases, court appointments, and reunifications, starting in select counties and expanding statewide by 2030.
